Strengthening the effectiveness of the social safety net project

The project purpose

The project aims to support the Ministry of Labor, Social Protection and Family of the Republic of Moldova (MLSPF) in implementing the service delivery standards and the new business model administration by social assistance territorial structures and to improve administrative efficiency of the social assistance delivery.

Started on July 10th, 2014 the project will last for 10 months, period in which the team of consultants will focus their work on:

  1. Developing and applying necessary methods and tools in order to identify current capacity of territorial social assistance service (TSAS) to implement the standards as well as set the basis of implementation of new customer-focused functions.
  2. Strengthening the organizational structure and operational capacity of TSAS to implement the service delivery standards.
  3. Develop TSAS institutional capacity by adopting effective human resources development programs in accordance with Change Management Plan of the MLSPF.

The project will have as a result an improved administrative efficiency of the social assistance delivery. The MLSPF will have a greater control over the quality of administration at the local level of the Ajutor Social and accompanying targeted Heating Allowance. These social benefits will be available and accessible to more clients while MLSPF will have in place a system to oversee benefits administration at the local level and ensure uniformity of standards for local service delivery.
