Experience exchange between Romania and Republic of Moldova, on the reorganization of the system of the protection and education of children with impaired hearing

A delegation of the Republic of Moldova, lead by the Minister of Labour, Social Protection and Family, Mrs. Stela Grigoras, made a study visit to Cluj-Napoca, Romania, on 27-31 July this year.

The visit was held in the context of a joint initiative of the Ministry of Labour, Social Protection, and Family (MLSPF) and Ministry of Education (MoE), to reorganize the system of protection and education of children with impaired hearing in the Republic of Moldova.

The goal of the visit was to study positive practices in Romania, in the creation of an integrated social assistance, education, and health-care services system for children with impaired hearing.

Thus, the representatives of the Moldovan delegation were informed about the experiences gained by the national and local authorities of Romania, securing the rights of children with impaired hearing. Opportunities of successful implementation of the reform in the Republic of Moldova were identified. Thus, the delegation visited a series of educational institutions for persons with hearing difficulties, social centres, where they were familiarized with the existing specialized educational and medical services for this group of children.

The study visit group also met the Dean of Psychology and Educational Science Department and with the faculty of the special psycho-pedagogy department of the Babeș-Bolyai University. They discussed about the training of the psycho-pedagogy specialist, about the involvement of the academic environment into the policy and methodology development process.

The visit was organized within the project “Children in Moldova live in safe and secure families”, implemented by Partnerships for Every Child, in cooperation with the Ministry of Labour, Social Protection and Family and the Ministry of Education, and supported by the USAID. The delegation included representatives of MLSPF, MoE, academic environment, associative environment participating in the implementation of the child protection system reform.
