The National Practice Model ensuring the well-being of every child will be piloted in Calarasi, Falesti, and Ungheni regions

The National Practice Model /NPM/ will be implemented in Calarasi, Falesti, and Ungheni regions in March-May 2017. The goal of the NPM is to unify the efforts of decision-makers and professionals in four sectors: education, health, public order, and social assistance, for the prevention of risks and to ensure the well-being of every child.

Thus, a series of trainings will be held in the three regions during the mentioned period, for professionals in the area, parents, and children. In addition, the “Instruction on the inter-sector cooperation mechanism for the prevention and primary intervention to ensure every child’s well-being” will be piloted. The document is meant to regulate the application of the NPM by the four participating sectors.

The piloting is based on the agreement of cooperation ensuring the well-being of every child, signed on 7 February 2017, between the Ministry of Labour, Social Protection and Family /MLSPF/, Ministry of Health, Ministry of Education, and the Ministry of Internal Affairs. According to the agreement, the NPM will be further extended nationally and integrated into the national child protection policy.

The NPM piloting was preceded by informative trainings that involved professionals from areas of education, health, public order, social assistance, church, and exceptional situations services, and that had the purpose of awareness-raising among the specialists interacting with the family and the child, to ensure necessary intervention and support, preventing the problem’s aggravation and the family’s entering into difficulty.

The National Practice Model was developed within the USAID-funded project Children in Moldova are cared for in safe and secure families, implemented by Partnerships for Every Child Charity, in collaboration with the Ministry of Labour, Social Protection and Family, Ministry of Education, and the authorities of 11 pilot regions of the country.


The National Practice Model integrates a personalized approach to the work with the child and the family within the universal services (health and education), regardless of the origin, needs, risks, and circumstances. This framework is valid to all children, and it does not base on vulnerability or high risk, but is rather applied in all services/by all specialists/practitioners/staff/volunteers in contact with the children.

The approach is also valid to the specialists working with adults – whether parents or care-givers, and to the entire adult community. The practice model proposed for the implementation in the Republic of Moldova was developed based on the principles of the UN Convention on the rights of children, and encourages all professionals in contact with the child to make sure that the child is placed in the core of decision-making, is involved in decision-making, and that the child’s vision is sought and listened to.
