About 50 representatives of education, social assistance, family protection departments, regional hospitals and police inspectorates of 7 regions of the country participated in a two-days training of trainers in the application of the National Practice Model “Getting it right – TOGETHER – for every child” (NPM).
The group of trainers will be involved into the piloting of the National Practice Model, providing training to specialists in education, health, public order, social assistance, church, exceptional situation sectors in 7 regions: Cahul, Causeni, Nisporeni, Orhei, Singerei, Soroca, and Telenesti. The process started in other 3 regions: Ungheni, Calarasi, and Falesti in the beginning of 2016.
The NPM sets up the mechanism of inter-sector cooperation ensuring every child’s well-being, through the unification of the efforts of professionals interacting with the child and family, enabling them to provide necessary intervention and support in the time needed, and preventing thus the aggravation of the problems and the person’s entering into difficulty. Consequently, the NPM targets the efforts towards building the family’s capacity of up-bringing and educating their child, through parenting skills development and connection of the family to the relevant support resources available in the community.
The piloting of the National Practice Model was launched in line with an Order of the Ministry of Labour, Social Protection and Family issued in November 2015. By the year 2017 the model is to be integrated into the child protection policies and work practices applied nationally.
P4EC, in collaboration with the line ministries, is currently developing joint evaluation and intervention instructions that will be applied by the professionals of all relevant sectors involved in the NPM.
The NPM adapted for the Republic of Moldova was developed based on two approaches/practice models used in the international practice. The model taken over from Scotland “Getting it right for Every Child” (in Moldova: “Acțiuni corecte – ÎMPREUNĂ – pentru fiecare copil”) was piloted for 10 years in several regions of Scotland, and adapted at the national level in 2014. It is currently used by several European countries. The “Strengthening Families” model is the second approach included into the NPM, involving a series of family protective factors. It is based on an approach used in 20 states of the USA for over 20 years and recently extended in Europe.
The event was organized within the USAID-supported Project “Children in Moldova live and grow in safe and secure families” implemented by Partnerships for Every Child, in collaboration with the Ministry of Labour, Social Protection and Family, Ministry of Education and LPAs of 11 regions of the country.
